Site and civil work covers a lot of ground: the site package on a private development, and the unit-price schedule on a public road or utility job. Either way the cost is driven by equipment, production rates, and measured quantities rather than trade labor.

Two kinds of bid
A private site package is usually a lump sum against the civil drawings. Public civil work arrives as a bid schedule with fixed pay items and units. The database has to support both without rebuilding the estimate.
Equipment is the cost driver
Ownership, operating cost, and hourly production for each piece of equipment drive the number. Crew-based costing built for trade labor doesn’t model a spread of excavators, dozers, and trucks.
Production rates, not unit costs
You price by how much a crew and its equipment move per hour under given conditions. Haul distance, swell and shrink, soil type, and dewatering belong in the estimate as inputs, not hand calculations.
Quantities come from the grading plan
Cut and fill, trench footage, structures, and paving areas all come off the civil set. On unit-price work, quantity error is the contractor’s exposure.
